Instructions
- Toss cabbage, celery, cucumber, cilantro, and parsley together in a bowl.
- Whisk mayonnaise, vinegar, salt, black pepper, and onion powder together in a separate bowl; stir into cabbage mixture until thoroughly combined. Chill before serving, about 1 hour.
